Iris Biometrics for Pension Distribution

A recent report revealed significant losses in India’s pension system due to fraudulent beneficiaries. The Indian Pension Department lost approximately Rs 1.20 crore annually from suspected fake pension claims. Earlier estimates suggested that 5 to 7 percent of claimants were fraudulent. At that time, the department conducted limited verification checks.
Andhra Pradesh is India’s fifth-largest state, covering 276,754 square kilometers across 23 districts. The state government operates four major pension schemes for low-income citizens. These schemes include Old Age, Widow, Disabled, and Weavers pensions. As of March 2013, the state managed 7,608,808 pension accounts. Old Age Pensions accounted for 4,289,616 of the total.
In March 2015, the Andhra Pradesh government launched an iris-based identity management system developed by IriTech. The solution aimed to strengthen the pension distribution process. Chief Minister N. Chandrababu Naidu demonstrated the IriShield USB MK 2120U device at the launch event. The state adopted iris recognition as a primary method for Aadhaar-verified Direct Benefit Transfers. According to Binod E. Mathai, this approach ensures inclusiveness, accuracy, and improved hygiene.

Iris recognition delivers one of the highest accuracy levels among biometric technologies. The modality offers strong reliability and user convenience. These advantages make iris recognition well suited for large-scale pension distribution.
The integration of Aadhaar significantly reduced pension fraud and identified fake beneficiaries. Previously, the department distributed pensions on a quarterly basis. After launching Direct Benefit Transfers, beneficiaries began receiving pensions monthly.
